invites you to visit and enjoy the natural resources and recreational opportunities in Clayton County.

Iowa's County Conservation Board System startd in 1955. Clayton County's Conservation Board continues to strive to meet the goals outlined in the Iowa Code (acquire, develop, maintain, and make available to the citizens of the county forests, wildlife, and other conservation areas. To promote and preserve the general welfare of the people). The Clayton County Conservation Board manages some 1000 acres.

About Us

Meet the Clayton County Conservation Board

The Clayton County Conservation Board is a 5-member volunteer board appointed by the Clayton County Board of Supervisors to a 5-year rotating term. The Conservation Board usually meets the second Tuesday of each month at the Osborne Conservation Center.

Tim Engelhardt


Tim Engelhardt - Director

Tim began his career with the Clayton County Conservation Board as a naturalist in 1991. In 1999, Tim was hired as the director for the department and learned a lot during two major flooding events that year. Tim enjoys the variety and challenges the position offers, but mostly the people he works with and the visitors who come through to enjoy the many activities offered in your Clayton County Parks. Marty Mulford
Marty Mulford - Operations Supervisor

For over twenty years Marty has worked with the Clayton County Conservation Board. Before coming to this area he was a self-employed farmer raising cattle, pigs, corn and two kids. Marty received his degree in Animal Science  from Hawkeye Community College and before that he graduated from East Buchanan High School in Buchanan County.

Marty enjoys working in the outdoors and hopes to stay in this area for many years to come.

 

BrianBrian Gibbs - Naturalist

Brian was born and raised in Boone, Iowa. After graduating from UNI, Brian worked as a naturalist and volunteer coordinator at Hartman Reserve Nature Center, Cedar Falls. He then spent the next two summers teaching outdoor education in Montana and worked as a residential naturalist with the Des Moines Y-Camp. 

Brian likes fishing, birding, writing and sauntering in the woods; he encourages everyone to play outside! Email Brian

 

AbbeyAbbey Harkrader - Naturalist

Abbey grew up in Adel, Iowa before finding her way to Northeast Iowa. She graduated from Upper Iowa University with a degree in Conservation Management in 1998 and worked that spring as a Seasonal Naturalist with Clayton County Conservaton and then the following two winters working weekends in the office. 

She took a position at Effigy Mounds National Monument as a Park Ranger in 1999 where she worked more than nine years in addition to doing two Americorp terms with the DNR as the Regional Naturalist for Eastern Iowa . Abbey enjoys fishing, wildflowers, forests, and introducing kids and adults to the natural world. Email Abbey


Harry Luster
Harry Luster - Office Welcome Center Manager

Harry joined the Osborne staff in 2005. He enjoys welcoming visitors to the center and assisting them with their traveling needs. He grew up in Clayton County, but left to pursue a 24 year career with the Navy after high school. After "seeing the world," he discovered that Clayton County has as much to offer as any other scenic site on the globe. Come see what  Northeast Iowa has to offer! Email Harry

 

Joyce Shoulte
Joyce Schoulte - Secretary

After growing up in Emmet County, Iowa, near Estherville and attending college at Iowa Lakes Community College in Estherville and Mankato State University in Minnesota, Joyce came to Garnavillo as a teacher. This is where Joyce met her husband Roger and settled down to raise a family. As their children grew up, she did lots of substitute teaching in the area schools  In January 2003, Joyce accepted the part-time position of secretary/receptionist at the office of the Clayton County Conservation Board.  Email Joyce

 

Wally Reichstadter

Wally Reichstadter - Maintenance Technician

Wally was born and raised in Chicago, IL. In 1968 he married his wife, Lin; together they had 3 children.  In 2001 they moved to Iowa where Wally’s wife is the pastor at St. Sebald Church in Strawberry Point and St. Paul in Volga. With an education in auto tech and years of experience fixing motors, switches and lights, Wally makes the perfect handyman to have around the office.

 

 

Tucker Anderson


Tucker Anderson - Special Operations Park Ranger

Tucker is our fulltime Park Ranger for Clayton County Conservation.Tucker came to northeast Iowa from Monroe, Iowa. He received his degree from University of Northern Iowa and Hawkeye Community College. His main job duties are patrolling and maintenance of our county parks.  If you see him in the parks, please stop and say hi.

The mission of the Clayton County Conservation Board is to promote the health and general welfare of the people; and to encourage preservation, conservation, education and recreation through responsible use and appreciation of our natural resources and cultural heritage.
